This Colt M1911 was part of a 500 gun shipment sent to the Commanding Officer of the Springfield Armory on June 17th, 1913.  

This M1911 is finished in Colt's fine brushed blue finish with dark blue small parts.  The barrel is marked with a horizontal P and H visible through the ejection port.  This practice of marking barrels like this took place approximately from serial number 22,500 to 120,000.

This pistol is inspected by Major Walter G. Penfield (WGP) just above the magazine release on the left hand side of the frame.  Major Penfield was the inspector of ordnance from January 2nd, 1911 - September 30th, 1914.
